Nowadays, there is nothing like that precisely because it is very easy to do using the standard menu module or custom module and CSS/(HTML in case of custom module).

For custm stuff or for only Custom CSS, the https://extensions.joomla.org/extension ... -a-custom/ module can be used.
Place the module in any (also debug) position, custom CSS will be published inline in a head for better SEO.
